Egypt offers a relatively structured criminal record verification process, including an online channel for citizens applying from abroad — useful for employers screening returning diaspora candidates as well as those already resident in-country.
National Identity Verification
Egypt’s national identity document is the National ID Card (Bitaqat al-Raqm al-Qawmi), issued by the Civil Status Organization under the Ministry of Interior to citizens aged 16 and older. It carries a unique national identification number linked to the holder’s birth record and is the standard reference for employment, banking, and government services.
Criminal Record Check
Egypt’s formal criminal-clearance document is the Criminal Record Certificate (also referred to as a Police Clearance Certificate), issued exclusively by the Ministry of Interior’s General Department of Criminal Evidence. Applicants residing in Egypt apply in person at their local police station; Egyptians living abroad can now apply online through the Digital Egypt portal using a valid passport or national ID. Processing typically takes around two weeks where no record is found, and the certificate is valid for three months — a shorter window than in several other African markets, worth building into hiring timelines.
Employment & Education Verification
Employment history verification is generally workable with established employers in Cairo and other major commercial centers. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.
Data Protection & Consent
Screening in Egypt is governed by the Personal Data Protection Law, Law No. 151 of 2020, enforced by the Personal Data Protection Center (PDPC). Notably, the law explicitly excludes data relating to judicial investigations and proceedings from its general scope, which affects how criminal record data specifically should be handled relative to other personal data collected during screening. Employers should ensure documented candidate consent is in place before initiating any screening involving Egyptian nationals.
Practical Notes for Employers
- Note the certificate’s three-month validity — shorter than in many other African markets — when timing screening relative to a start date.
- Use the Digital Egypt online channel for diaspora candidates rather than requiring an in-person visit.
- Verify education credentials directly with the issuing institution rather than relying on presented certificates.
