Libya Background Screening Guide

Libya's formal criminal-clearance process is fast on paper, but employers need to read it alongside the country's ongoing institutional divide: Libya has been split between two rival governments since 2014, and that split shapes how reliable any record check actually is depending on where it originates.

Criminal Record Check

Libya's criminal-clearance document is the Criminal Status Certificate (Police Clearance Certificate), issued by the Criminal Investigation Department. Because Libya maintains a central records department, the certificate can currently only be obtained from Tripoli or Benghazi. Libyan citizens and foreign nationals who have resided in Libya for at least 6 months are eligible to apply; non-citizen residents can only obtain a Certificate of Good Conduct after 5 years of residence. Applications require fingerprints and the applicant's national ID (Code) Number, with processing typically taking around two days once submitted.

Operational Context: A Divided State

Libya remains split between the internationally recognized Government of National Unity (GNU), based in Tripoli and led by Prime Minister Abdul Hamid Dbeibah, and the Government of National Stability (GNS), based in Benghazi and backed by the House of Representatives in Tobruk, with Khalifa Haftar's Libyan National Army as the dominant power in the east. As of mid-2026, reunification efforts remain stalled despite renewed diplomatic pushes. For employers, this means the issuing authority, and the reliability of the record itself, can depend on whether a candidate's history is tied to western or eastern Libya — the two administrations do not operate a fully unified records system.

Employment & Education Verification

Employment and education verification is more reliable for candidates connected to Tripoli-based institutions, given the concentration of internationally-facing business there, but should still be corroborated independently given the broader instability. Direct verification with issuing institutions remains essential.

  • Confirm which administration (Tripoli/GNU or Benghazi/GNS) a candidate's record and employment history is tied to before initiating verification.
