Ethiopia’s identity and data protection framework has changed significantly and recently — a new national digital ID and a first-ever comprehensive data protection law both arrived within the past two years — making it one of the faster-evolving markets on the continent for employers to keep pace with.
National Identity Verification
Ethiopia’s national digital ID, known as Fayda, is a 12-digit biometric identification number issued under the National ID Program (NIDP), built on a "one person, one identity" principle. As the Fayda rollout continues nationally, employers should confirm whether a candidate has been enrolled and holds a Fayda ID or is still relying on other identity documentation.
Criminal Record Check
Ethiopia’s formal criminal-clearance document is the Police Clearance Certificate, also referred to as a Certificate of Good Conduct, issued by the Forensic Investigation Department of the Ethiopian Federal Police Commission. Typical turnaround time will be confirmed once Stodacom has processed sufficient volume in-market to report a reliable average.
Employment & Education Verification
Employment history verification is generally workable with established employers in Addis Ababa and other major centers, though local and regional government record-keeping practices can vary. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.
Data Protection & Consent
Ethiopia enacted its first comprehensive data protection law, the Personal Data Protection Proclamation No. 1321/2024, in July 2024. It is enforced by the Ethiopian Communications Authority (ECA), with which data controllers and processors are required to register before processing personal data. Because this framework is still new, employers should confirm current registration and consent requirements before initiating screening involving Ethiopian nationals.

- Confirm whether a candidate holds a Fayda digital ID or an older form of identification, given the ongoing rollout.
- Build in extra time for compliance review given how recently Ethiopia’s data protection framework came into force.
