Congo-Brazzaville Background Screening Guide

The Republic of Congo has moved its criminal record request online, and its national ID production is centralized in just two cities — both worth knowing before an employer sets expectations for screening turnaround.

National Identity Verification

Congo-Brazzaville's computerized, secured national identity card is mandatory for all Congolese nationals aged 16 and over. The card is produced exclusively at centres in Brazzaville and Pointe-Noire, then issued by the competent police authority for the applicant's place of residence, under the Ministry of Security and Public Order.

Criminal Record Check

Congo-Brazzaville's criminal-clearance document is the bulletin n°3 (casier judiciaire), available through the Tribunal de Grande Instance covering the applicant's jurisdiction, and now also available online through the country's e-justice portal. This move to a digital channel has shortened turnaround for straightforward requests compared to the fully in-person process.

Employment & Education Verification

Employment verification is generally most reliable with established employers in Brazzaville and Pointe-Noire, the country's two main economic centres, both closely tied to the oil sector. Education verification should be conducted directly with the issuing institution.

Data Protection & Consent

Screening in Congo-Brazzaville is governed by Law No. 29-2019 on the protection of personal data. Regulation and enforcement sit with the Authority for Regulation of Posts and Telecommunications of Congo (ARPTIC), created in 2023 to replace the previous regulatory body. Employers should ensure documented candidate consent is in place before initiating any screening involving Congolese nationals.

  • Use the online casier judiciaire channel where available to reduce turnaround versus an in-person tribunal visit.
  • Confirm the candidate's national ID was issued through the correct jurisdiction (Brazzaville or Pointe-Noire production centres).
