Côte d’Ivoire’s biometric national identity card (Carte Nationale d’Identité, or CNI), established under Law No. 2019-566 of 26 June 2019, is issued and managed by the Office National de l’État Civil et de l’Identification (ONECI). The CNI is mandatory from age 16 and can be issued from age 5, and is the standard identity reference for employment and government services.
Criminal Record Check
Côte d’Ivoire’s formal criminal-clearance document is the Casier Judiciaire (judicial record extract), issued through the Ministry of Justice via the relevant tribunal — the same civil-law model used across much of Francophone Africa. Typical turnaround time will be confirmed once Stodacom has processed sufficient volume in-market to report a reliable average.
Employment & Education Verification
Employment history verification is generally workable with established employers in Abidjan and other major commercial centers. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.
Data Protection & Consent
Screening in Côte d’Ivoire is governed by Law No. 2013-450 on the Protection of Personal Data, consistent with the ECOWAS Supplementary Act on Personal Data Protection. ONECI has also piloted "Certinum," a digital platform aimed at simplifying data protection compliance for organizations handling identity data. Employers should ensure documented candidate consent is in place before initiating any screening involving candidates in Côte d’Ivoire.
