Benin Background Screening Guide

Benin has consolidated identity and criminal-record access around a single biometric national ID system, run by a dedicated national agency — a more centralized setup than many regional peers, which makes verification comparatively straightforward once a candidate's biometric ID is confirmed.

National Identity Verification

Benin's national identity system is managed by the Agence Nationale d'Identification des Personnes (ANIP), created under Law No. 2017-08 of 19 June 2017, which governs nominative, personal, digital, and biometric identification of individuals. Every Beninese citizen aged 18 or older must hold the biometric National Identity Card (CNI), issued by ANIP, which now underpins most other administrative and verification processes in the country.

Criminal Record Check

Benin's criminal-clearance document is the casier judiciaire (commonly requested as bulletin B3), and access to it is now tied to the biometric national ID card — the CNI is required to request the record. This integration with ANIP's biometric system is intended to reduce identity-mismatch issues that complicate criminal record checks in markets with less centralized ID infrastructure.

Employment & Education Verification

Employment verification is generally reliable with established employers in Cotonou and Porto-Novo, Benin's main commercial and administrative centres. Education verification should be conducted directly with the issuing institution, as with other markets in the region.

Data Protection & Consent

Screening in Benin is governed by the country's Digital Code (Code du Numérique), which sets out data subject rights, including the right to object to processing of personal data for legitimate reasons, and applies to data processed through ANIP's platforms among others. Employers should ensure documented candidate consent is in place before initiating any screening involving Beninese nationals.
