Sierra Leone Background Screening Guide

Sierra Leone's identity infrastructure has modernized significantly with a biometric national ID rollout, but its criminal record process remains an in-person, fingerprint-based procedure centralized in Freetown — and its first dedicated data protection law is still working through validation rather than already in force.

National Identity Verification

Sierra Leone's National Civil Registration Authority (NCRA) issues the National Identification Number (NIN) and, since January 2023, a securitized multi-purpose eID card as part of a national identity verification system. Applicants must be registered with the NCRA and assigned a NIN before receiving the eID card, and Sierra Leoneans are also transitioning to the ECOWAS Identity Card. The NCRA's system is increasingly the standard reference point for identity verification.

Criminal Record Check

Sierra Leone's criminal-clearance document is the Police Clearance Certificate (Certificate of Character), issued by the Criminal Investigation Department (CID) headquarters in Freetown. Applicants apply in person with a completed application form, two recent passport-sized photos, a certified copy of their passport, fingerprints, and a formal letter of request stating the reason for the certificate. If no record is found, the certificate states this explicitly.

Employment & Education Verification

Employment verification is generally most reliable with established employers in Freetown. Education verification should be conducted directly with the issuing institution, as with other markets in the region.

Data Protection & Consent

Sierra Leone does not yet have a data protection law in force. The government has been developing a Data Protection and Right to Access Information Bill, which has gone through nationwide validation consultations led by the NCRA, but as of this writing it has not been enacted. Employers should still document candidate consent as current good practice ahead of that law taking effect, and should watch for the bill's enactment, which will introduce formal obligations around consent and data handling.

Practical Notes for Employers

• Confirm whether a candidate has an NCRA-issued eID or NIN, which is increasingly the standard identity reference.
• Expect the Police Clearance Certificate process to require an in-person application at CID headquarters in Freetown.
• Track the progress of Sierra Leone's Data Protection Bill, since enactment will introduce new compliance obligations for employers.
