Senegal was one of the first African countries to adopt a comprehensive data protection law, and pairs that with a biometric national ID and a standard judicial-record process — giving employers a reasonably clear compliance and verification framework to work within.

National Identity Verification

Senegal issues a biometric Carte Nationale d’Identité (CNI) through the Ministry of the Interior, aligned with the ECOWAS regional biometric identity card standard. The CNI is the standard identity reference for employment, banking, and government services.

Criminal Record Check

Senegal’s formal criminal-clearance document is the Casier Judiciaire (judicial record extract), issued through the Ministry of Justice via the tribunal (court) corresponding to the applicant’s place of birth or residence — the same civil-law model used across much of Francophone Africa. Typical turnaround time will be confirmed once Stodacom has processed sufficient volume in-market to report a reliable average.

Employment & Education Verification

Employment history verification is generally workable with established employers in Dakar and other major commercial centers. Education verification is reliable for accredited universities; direct verification with the issuing institution remains the most reliable safeguard against fabricated or inflated credentials.

Data Protection & Consent

Senegal was among the first African countries to enact a comprehensive data protection law: Law No. 2008-12 of 25 January 2008 on the Protection of Personal Data, enforced by the Commission de Protection des Données Personnelles (CDP), an independent regulator with inspection and enforcement powers. Employers should ensure documented candidate consent is in place before initiating any screening involving candidates in Senegal.

Practical Notes for Employers

  • Criminal record collection is tied to the tribunal of the candidate’s place of birth or residence — factor this into turnaround expectations for candidates who have relocated within the country.
  • Senegal’s CDP is a long-established, active regulator — treat compliance here as seriously as in more heavily-covered markets.
  • Verify education credentials directly with the issuing institution rather than relying on presented certificates.
