Cabo Verde Background Screening Guide
Updated 2026-07-21
Cabo Verde holds a notable distinction: it was the first African country to enact a comprehensive data protection framework, back in 2001, and has kept it updated since — giving employers a genuinely mature compliance environment to work within, alongside a fairly standard criminal record process.
National Identity Verification
Cabo Verde's national identity card is required to request a criminal record certificate and serves as the standard reference document for identity verification in employment and administrative processes.
Criminal Record Check
Cabo Verde's criminal-clearance document is the Certificado do Registo Criminal, issued by the Department of Justice in Praia. The request must be made by the applicant, a legal representative, a relative, or another interested party in person or through the appropriate channel — postal requests are not accepted. Cabo Verdean citizens residing abroad, including in Portugal, can also request the criminal record certificate online through the consular portal.
Employment & Education Verification
Employment verification is generally most reliable with established employers in Praia, Cabo Verde's capital, and Mindelo, its other major commercial centre. Education verification should be conducted directly with the issuing institution, particularly relevant given Cabo Verde's large diaspora and the number of candidates educated overseas, especially in Portugal.
Data Protection & Consent
Screening in Cabo Verde is governed by Law No. 133-V-2001 on the Protection of Personal Data, the first comprehensive data protection law enacted anywhere in Africa, subsequently amended by Law No. 41/VIII/2013 and Law No. 121/IX/2021. It is enforced by the National Data Protection Commission (Comissão Nacional de Protecção de Dados, CNPD), established in 2015, which reviews data processing notifications, issues authorizations, and can impose sanctions for non-compliance. Employers should ensure documented candidate consent is in place before initiating any screening involving Cabo Verdean nationals.
Practical Notes for Employers
- Use the consular online portal for Cabo Verdean candidates residing abroad to request their criminal record certificate.
- Apply CNPD-enforced data protection standards rigorously, given Cabo Verde's comparatively mature regulatory framework.
- Verify education credentials directly with the issuing institution, particularly for Portugal-educated candidates.
